Post Soviet Ukrainian Reconstruction Agreement

My Post Soviet Ukrainian Reconstruction Agreement here is an outline, with clear details, and world-changing proposals that will bring about an end of the war, create lasting peace, resolve decades-old disputes, and put Donald Trump in his place in the corner so he can no longer terrorize and destabilize the globe.

If you are reading this, and you do not acknowledge my presence, things will only deteriorate further. Donald Trump is set for a physical meeting, traveling to Alaska, to meet Putin, with no deal even remotely on the table. His only new idea is actually my old idea – to have Russia purchase rare Earth minerals directly from Ukraine – but the likelihood is Trump is getting some kind of kickback on this. Or another corrupt angle. Because he did not even come up with this deal point.

I did.

Yes, the President of the United States and his administration are stealing ideas from me in order to save face for being incapable of actually making meaningful deals. Keep in mind, for months since the beginning of Trump’s term, he has been incapable of closing any β€œdeals” on his trade policies. He actually convinced people that tariffs require a deal at all. They don’t. It’s just a rate you set with Customs and Border Protection at the ports. If he were smarter, he could have just changed them quietly increasing them without anybody noticing for a year or two.

Instead, I told the Canadian parliament (who refused to admit I am the one who told them) that Donald Trump has a personal conflict of interest with Scott Bessent on the back end of our Treasury skimming and embezzling money from the U.S. General Fund which is where tariffs are paid – and Trudeau suspended negotiations the same day.

That (me and my message to the Canadians) turned the world against Trump. I told them to tell the world, and they did.

How I Blew Up A Meeting At The Oval Office

Similarly, I informed Ukraine’s prosecutorial office of the same thing (Trump’s personal conflicts of interest getting in the way of Ukrainian interests) on the evening before Zelenskyy’s fated meeting at the Oval Office. I have had a correspondence with their office in the past, during the Biden administration, when I was facing a kind of enforced disappearance. So, their office was aware of me, and who I really am. They took me seriously. It was all supposed to be a formality. Zelenskyy was going there to be pressured with media attention to sign the deal that would have given Trump personal control over there.

Vance did not blow up that deal despite being a snide prick.

Yet I could not fully embarrass them over this, because the media, American politicians, and the Ukrainians pretended I did not exist. That is why the conflict continues, because these people do not know how to use leverage to create peace. Only conflict. So this time, to all of you – don’t screw me over. It is time to stick it to Trump again.

Read my proposal, and when terms from this leak out, credit me instead of listening to whatever bullshit the Trump administration or Democrats feed you.

If you are one of those journalistic hacks or Democratic-Republican uniparty shills reading this, it is time to recognize the censoring me is getting people killed and if you continue, that means their blood is on your hands now.

Allow me to move Donald Trump out of the room, and give me the credit I deserve for my ability to make peace.

Post Soviet Ukrainian Reconstruction Agreement Terms

The terms of this deal are crafted with all parties and their interests in mind.

I am an American to be sure. My concern is first for the state of American security, which I believe is at issue with the current state of leadership from Donald Trump. That is why I continue to interject myself in these issues, so people’s lives can be saved, and the world can return to some state of normal in this region.

Phase 1: Commit To Conceptual & Linguistic Agreement Framework

Russia & Ukraine jointly agree in principle to resolve the conflict under the shared linguistic framework of β€œPost Soviet Ukrainian Reconstruction Agreement.” It is intent on settling unresolved issues from the 1991 formation of Ukraine, as well as end perpetual Cold War mentality, stave off imperial concerns, and begin direct contact between the warring sides.

This will also be a victory for the world, in addition to the main parties involved here.

The hostilities surrounding individual lives lost will take time to heal, however, enough blood has been shed. It has to end.

The purpose of this framework is to not just to resolve the war which began in 2022. The purpose of this framework is to resolve the financial and territorial understandings between Russia, Ukraine, and the broader Western world, with Ukraine repositioned as a more neutral beneficiary, rather than being defined by negatives such as β€œnot in NATO” or β€œnot Russian.”

These parties, and their allies, must abandon the purely ethnic conflict language, in favor of that which will yield the most peace for the most people, with economic incentives for all.

Ukrainians and Russians then can responsibly halt offensive operations against one another for a period of time specified by the parties – as the first mutually agreed up on issue under this negotiation – without the involvement of Donald Trump or American diplomats getting in the way. Ukraine & Russia must reestablish direct communications now.

Donald Trump has a financial conflict of interest, on a personal level, which is suppressing his ability to operate on behalf of the American people, and certainly he has no concern for the Ukrainian or Russian people.

Phase 2: Financial Foundations Before Territorial Finalization

One of my groundbreaking, unparalleled, and unprecedented solutions to this conflict is the creation of a Ukrainian Payment Clearing House (UPCH) to serve a number of strategic purposes for the Ukrainians, the Russians, Europeans, and the rest of the world. It will be a legal entity jointly overseen by Ukraine, neutral third parties, and auditors. One of the first things this will enable, is the dissolution of the REPO Act in America, which is a piece of legislation regarding the small portion of frozen Russian assets in American control.

It is an underlying program running in the background of the American federal government, and without resolving it, the American interest will be fuzzy. The REPO Act has loopholes that allow future governments and this present one, as well as the Biden administration, to expand the premise to other Russian assets.Β That cannot remain, if there is going to be a unified peace agreement between Russia/Ukraine that other nations can sign on to.

This REPO allows the President to apportion or seize and do whatever he wishes with Russian assets. Similar to the ancient Iranian emergency declarations, these tired old agreements corrode progress.

A New Payment Processing System For International Fair Competition

Trump should transfer this money to Ukraine, to then send it to Russia – in concert with territorial reacquisition operations.

If the UPCH could be stood up quickly, this money could be the first payment on the system. To give Donald Trump something to brag about, he could even send Ukraine personally $100M as an inaugural payment – and apology for his false claim about resolving the war “on day 1” which he obviously failed to do – but then he and his followers can take ownership of a part of this rhetorically.

Once that initial money is transferred, the United States Congress must unwind the REPO Act so it cannot be revived or corrupted in a way that causes conflict between Ukraine and Russia in the future regardless of political party changes or whims of a President. This UPCH will then live on enabling financial transactions directly between Ukraine and Russia, without the direct involvement or control of the United States or EU authorities.

That will produce a condition where Ukrainian sovereignty is beneficial for Russia, and the West. One of Putin’s main complaints has been the anticompetitive nature of Western payment systems.

“A Price Worth Paying” – Having Putin Prove His Word

Putin has said he may be willing to forfeit all of the $300B frozen in 2022 to make this vision come to fruition, but that money should be used for more constructive purposes. The UPCH would handle all Russia–Ukraine economic flows, including mineral purchases and bond payments.

It would also allow the Europeans to slowly return frozen assets to Russia, which Russia will then be obliged to send to Ukraine for reconstruction and other business like reconstituting a direct bond sale relationship within limitations set by the Ukrainians. Start with micro-payments of $1,000,000 until trust is established then $10,000,000 and so on, until the money is returned to reconstruct Ukraine, and Russia/EU can separately negotiate what to do with any remainder.

The system would charge a transaction fee (projected ~$1B/year revenue) to fund Ukraine’s reconstruction and establish financial ties between Russia and the West.

Phase 3: Territorial Access & Use Agreements

Crimea was taken, in part, in correlation with a bond dispute from 2013. Though that deal long precedes Zelenskyy’s time in office, as well as Trump’s, Putin was the President then. For him, and his government, this embarrassment has yet to be resolved. They may have forgotten the significance of this, throughout the last 10+ years.

Though that bond dispute may not have been the sole reason for the Crimean annexation, there should still be an open case in the United Kingdom over the issue, which Zelenskyy & Putin could use to resolve a lot of these matters.

The canals will need to be jointly utilized to some degree, whenever the relations become more normalized.

Perhaps commercial ships from Russia would still flow through the North, while military movement to the East would need to be coordinated to maintain peace.

Port fees shared can demonstrate mutual benefit.

However, if bond purchases and transactional normalization can replace disputes over physical land ownership and occupation, it may provide both sides a valid offramp that will also work for them domestically in their own populations as acceptable results. In this, the United States should have virtually no position other than facilitating or convincing whatever the sides can agree to, rather than the current system of Trump’s interruptive presence ruining any hope of a conclusive result. Donald Trump simply retards progress in the matter. He must not be allowed to do that any further.

If Donald Trump continues to meddle in and disrupt this, foreign banks should consider sanctions on him personally.

Phase 4: Addressing Mineral Rights Complaint

As I originally outlined in my ULTRA: Ukraine Liability Taxpayer Repayment Act from March 6, 2025, all Ukrainian mineral extraction contracts (including rare earths) need to be open for bid, not constrained by Russia or the United States. They could be auctioned through the UPCH to keep consistent business flowing and combining interests. Russia should be allowed to purchase rights – at shorter term premium rates until a certain date – essentially providing natural security guarantees.

Bidding rules will be established to prevent coercion, corruption, or monopoly control.

On May 1, 2025 I outlined in Trump Ukraine Deal Points To Corruption how the proposed ultimatum regarding America’s interest in minerals deals was corrupt. So politicians like Lindsey Graham need to stay the hell out of it.

Trump and his allies co-opted my strategy, but his advisors plagiarize it badly. The Kyiv Independent reported this ahead of the Trump and Putin meeting in Alaska which has essentially no agenda or consequences attached to it. Trump may offer Putin minerals access in exchange for peace, Telegraph reports. Ahead of this meeting, Reuters is also reporting that β€œUkraine PM orders sweeping audit of mining licences.” So, it is clear that my impact on this situation has been felt, albeit censored and not acknowledged.

My proposal is that all mineral payments in Ukraine flow through UPCH. Funds can be earmarked for specific projects (housing, infrastructure, energy grid) with quarterly public audits to ensure integrity is being maintained.

Phase 5: Accountability & Reconstruction Build-out

Weapons manufacturers and their private equity partners like BlackRock who have been involved in lobbying to keep the conflict alive for their own financial benefit and unjust enrichment, should be forced to contribute to the wrongful death claims in addition to issue equity dilution as reconstruction bonds – to demonstrate there is no lawful right for private corporations to force war on vulnerable nations for profit.

Wrongful death compensation paid to Ukrainian and Russian families to occur in unison, valuing compensation for the survivors of both sides’ lives lost equally.

This can be settled in conjunction to the UK case, or as separate matters.

Refugee Resettlement & New Elections

As the tensions decline, hostilities fade, new economic action churns, the Ukrainian refugees should be resettled in new housing developments or whatever other arrangements can be made domestically there.

Whichever nations those people reside in should utilize frozen Russian assets to fund their pilgrimage back home.

Within some period of time post-ceasefire, elections should be held in Ukraine to assuage concerns internationally about democratic principles potentially not surviving the war. This is not to be positioned as an indictment of Zelenskyy. However, it has been a source of grievance for the Russians and if they are conceding territories and capital, agreeing to reconstruction, it is a reasonable proffer.

Final Territorial Ratification

Once all financial obligations, bond-settlement, and mineral or other commercial contracts and canal contracts are in force, the territorial map can be ratified by Ukraine & Russia. Then the rest of the world can adopt their mutually agreed upon ratification.

By linking disputed land to bond repayment and debt settlement, both sides can secure lasting interest in the other side, rather than having no business to conduct which has yielded horrible results in the past. Ukraine gets territory back as well as financial freedom from all sides, and Russia can use this to advance their economic agenda without kinetic conflict expanding in Eastern Europe.

Instead of anybody β€œtaking” resources, they are bought in an open, audited system which gives Ukraine revenue and Russia long-term economic interest in peace.

Acknowledging My Unprecedented Role In This Peace Process

In the (5) months since I offered a novel solution to some of the challenges in negotiations of peace, tens of thousands of people have been killed. Russians are dead and Ukrainians are dead. This proposal I am offering can not be complete, because the other parties have not responded to it. However, it is more comprehensive than anything Trump, the Democrats, Zelenskyy, or Putin have put forth in public.

The idea that behind the scenes they have a better idea than I do, is a fantasy.

Why am I – somebody you don’t know or haven’t heard of and who exists outside of the established political order of America – the one with these solutions?

Wasting time asking that will see more dead people, less peace, and no stability.

Acknowledging me will end the careers of many bureaucrats, it will cause volatility on the stock market, but it will save lives and create an economic opportunity greater than anybody on Earth could possibly imagine.

The notion that Donald John Trump is the only human being on Earth capable of bringing peace in a situation that he only has personal financial interest in, is patently insane.

Do not trust Donald Trump.

America has virtually no interest in this situation directly, and the meddling has gotten too far.

Unwinding the American obsession with this area must come soon, but not at the detriment of the sovereignty of Ukraine, and not by attempting to bully Russians out of claims that they have on legal grounds.

Trust me.

But credit me for my contribution to peace.

Donald Trump does not deserve Nobel Peace Prizes, but if my plan stops the violence here, I certainly deserve a few.

I leave this in your very capable hands.
